Dear Team,

I will begin by saying that I have just checked and confirmed that the word 'forums' does indeed exist! I can now proceed with a clean conscience :-)

We welcome everyone to the Programme Team Space for the May 2018 forum. We would like to particularly welcome the consultants and other resource persons who will be supporting the upcoming stakeholder forums for project design in The Gambia,  Sri Lanka, Kenya and South Africa in the coming weeks.

The intention of the stakeholder forums is to support participatory project design with partner institutions, to realise a consensus project strategy for COL's support towards technology-enabled school-based teacher development in respective countries for the  3-year period beginning July 2018.

I request those who will be joining for the first time to begin by introducing themselves in the Who's Who Forum.

My colleague, May Li and I will shortly be sharing resources in this forum for reference and engagement ahead of the stakeholder forums.

We hope that the in-coming consultants will use this opportunity to exchange ideas with other consultants who have conducted similar (or near-similar) forums in other countries.

Feel free to ask questions, engage with us and above all, engage with one another!

Hello,

I successfully facilitated a 4-day Stakeholder Forum in the Gambia, resulting in a Results Based Management proposal presented to COL.  30 delegates were invited to participate, representing the Ministry, Gambia College, head teachers, lecturers from University of the Gambia and Gambia College, INSET and the Curriculum team.  The group worked tirelessly to identify current good practice and a strategic way forward for introducing Teacher Future's Program.  

All delegates are in support of this teaching and learning intervention and look forward to supporting the program (led by Gambia College - as the lead TEI).  We are in the first week of Ramadan.  Refreshments were available in the morning to those participants who did not fast.  

Overall - a renowned success, resulting in a comprehensive, realistic and timely RBM that will guide and influence our project strategy.

Are there some lessons that other consultants could learn from your experience as they prepare for a similar activity in Sri Lanka, South Africa and Kenya?

Anything that turned out differently from what you had planned?

Dear all

I finished the 4-day stakeholder forum in Sri Lanka last evening which was very successful. There were participants from the Ministry of Education, National Institute of Education, Teacher training colleges, provincial education ministries, and school principals etc. 

What we realised is that Sri Lanka already has a well-established SBTD programme implemented in all schools. All of them have SBTD committees in schools who also receive a grant every year for SBTD activities within the school. However, currently they do not have streamlined, well-defined guidelines on what aspects to focus on. There's also no online platform. 

The two main points that we are going to focus on in the new project are:

1. How to make the current programme more systematic, so all schools will have proper guidelines on what Teacher Professional Development is - we are moving from SBTD to SBPTD (professional added)

2. How to make professional development programmes online - both a central platform and school-based platforms

I will be writing the report soon and will discuss both the existing programme and new proposals in detail.

Congratulations on your successful forum  - it sounds as if you were not expecting to learn that Sri Lanka already had a successful SBTD programme in all schools.  Our forum in South Africa is due to happen as from June 18th so I am very interested in whether you might have further advice for us.

Sorry for the late reply, I hope it's not too late. I've almost finished writing the current situation analysis and the proposal, so have a better idea of what to focus on. 

What we have learned from the Sri Lankan experience of current SBTD is that there is a properly designed administrative system of SBTD in place: SBTD committees in schools and a system to offer financial assistance to schools for SBTD tasks. However, lack of information flow from top-level to bottom-level has made different stakeholders implementing the programme according to individual understanding (this is due to lack of systematically designed guidelines). Lack of systematic monitoring/evaluation makes it extremely difficult to measure the outcomes. What we understood is that it has become an administrative procedure and teachers seem not to receive the expected benefits. So, things to consider if you are designing a new programme is: how to spread information to all stakeholders, how to give emphasis to teacher learning and how to monitor the activities. These are the things we are focusing on in the new SBPTD proposal, e.g., we are proposing a teacher awareness raising module, online platform, outcome measures, micro-learning modules etc.
