Dear Forum Members

My name Washington Ochola, the consultant developing the analysis of the baseline data, as well as the Value for Money (VFM) model based on COL’s Research, Monitoring and Evaluation (RM&E) Framework for TFP.

 

As part of this work I will be co-facilitating/co-moderating online discussions over the next two weeks in this platform to sensitize consultants and partners on the TFP RM&E Framework, tools for baseline study and early lessons from the Pilot Countries (Sierra Leone and Kiribati).

 

NOTE

  1. We shall have off-line engagement with in-country teams and especially Bob (Robert McCormick) to ensure the tools for data capture and emerging baseline is clear before we share on the platform.
  2. The data capture templates are almost ready and will be shared for familiarity and input over the next two days.
I invite you to engage fully and provide feedback as we perfect the templates and gather lessons.


Feel free to ask questions even at this early stage as we define the scope for the forum discussions and co-create our outcomes and targets.


I hope we shall have fun in all these despite the urgency.

The instruments will be most welcome here for Teacher Futures in South Africa.  We have a group of post doctoral students from the University of Fort Hare working on the RM & E but they have not yet started. So the timing is perfect.

The work you are doing will be quite useful for the treatment of the massive baseline data collected by the Freetown Teachers College, Sierra Leone. As part of our preparations for discussions on the data collation, analysis, reporting, database design, RM&E framework and lessons from pilot countries (Sierra Leone and Kiribati). I am requesting participants to send a statement or two on the following:

  1. Your priority expectations of the discussions
  2. Kind of resources you wish to be shared/availed to make our discussions fruitful
  3. Other insights for the discussions


I expect to close this segment by Tuesday COB East African Time (5pm) to enable me start the systematic engagement the following day when we shall also share the tools/templates that have been developed. Based on your input we shall co-create a flexible time-table of online engagement.

Dear Dr Ochola,

A very warm welcome to you from Green Teacher Nigeria.

GT Nigeria is planning to gather baseline data that will be used to determine the extent to which the GT programme is going to have the desired impact. In this regard we welcome the sensitisation work that you will be doing and the discussions on the RM & E Framework and the instruments/templates for the baseline study.

Our expectations are that  by the end of the sensitisation exercise/discussions:

1. the GT Core team at NTI kaduna will demonstrate a deep understanding of the TFP RM & E Frame work and the tools for the baseline; and 

2. the GT Core team will be able to adapt the tools to the needs and realities of  GT implementation and use them to conduct the GT baseline study i.e collect, collate and analyse the data.

The resources that need to be shared preparatory to the discussions are the data capture tools.

We look forward to a very exciting and fruitful discussion.

 I just want to echo the welcoming remarks from my colleagues currently working as RM & E Consultants for the Baseline Study. Welcome to the team Dr. Ochola. 

From the pilot study here in Kiribati, we have completed the data collection process which is done by teachers from Kiribati Teachers' College and teachers from six (6) senior secondary schools. Now that I have all the data, we eager to do the data entry process utilising the tools and templates you have devised for the Baseline Study.

Dear Dr. Ochola,

Your contribution is extremely valuable and timely to TF Kenya which needed the baseline tools yesterday. This is very enriching training through the RM&E framework, having the tools along with early lessons at the same time. How long might the training take? I look forward to these great times.

TF Kenya anxiously await to take off and would like to start with baseline of which they had developed some questionnaires and were in the process of adding observation tools. However, for the sake of country standardization, Kenya has put this on hold to use the tools you will provide.

Am just keen to know the levels of learning in Sierra Leon and Kiribati. Is the baseline geared towards students' learning outcomes? Behavior Change? and whatever else...

I look forward to starting off as soon as possible

Many thanks for the patience and insights into the expectations and learning point for our discussions.


The tool for data capture is ready and so far customized for Sierra Leone and Kiribati, They have been designed to allow easy calibration for the other countries.


I have also developed a brief user and supervisor guide to ensure consistency and quick use.  I will take us through the template even as Sierra Leone and Kiribati pilot them. We are open to suggestions for improvement both on the data collection tools and data capture template.


The main features of the template are:

  1. Based on MS Excel for accessibility and wide familiarity
  2. Semi-automation to reduce errors and allow cross country analysis and overall summary/collation ahead of conversion into a relational database and analysis to generate the baseline
  3. Composed on worksheets each capturing various data sets:
                           -  Head teach Questionnaire
                           -  Teacher Questionnaire
                           -  Student Environment Awareness and Knowledge Test/Questionnaire
                           -  Classroom Observation Sheet

Dear Elizabeth

I think the answers to your questions lie in the M&E Framework document I wrote last year (there are also associated documents that give the instruments and an enumerator's handbook). Perhaps Betty can tell you how to access these.

However, the short answer to your question is that it does deal with one element of student learning outcomes with regard to their knowledge of environmental issues contained in the Environmental Awareness Questionnaire. This questionnaire has to be localised to suit the conditions in each country (with regard to environmental issues) including the specifics of the knowledge expected of students as part of the TFP. (There are limits to the modifications, but both Tekonnang Timee at the Kiribati Teachers College and Professor Junaid, consultant to the Sierra Leone TFP can share experience of what is involved (I was also part of the process in the adaption).

The other main features of the outcomes to be evaluated are teacher changes in classroom behaviour, their self-reported views of teaching and learning and their experience of teacher development within the school (which is the focus of SBTD). The head teacher's role in this development is also considered.
