Headteachers can design M&E framework without  feeling punitive by focusing mainly on learning, support, and shared responsibilities.
The following strategies could also be very instrumental in  designing such frameworks.
1, Staff involvement in setting indicators and designing the framework, as the teachers will feel valued and will therefore take ownership.
2. Using transparent and fair indicators. Ensure criteria are aligned with school goals and MoBSE standard.
3. Clarifying the purpose as improvement, not punishment. Communicate that M&E is  to support and coach for improvement, not sanctions.
4. Balancing accountability with support. Here, the headteacher combines monitoring with mentoring, CDP,  and peer support.
5. Providing constructive feedback. The feedback must be given timely, respectfully and solution focused. 
6. Using multiple sources of evidence, sharing results, and encouraging reflection and self assessment are other strategies that headteachers can use for designing M&E framework without feeling punitive.
