Monitoring and Evaluation should be clearly stated as improving teaching and learning and not for fault findings.
. For teachers to be confident in ownership of the M and E they should be involved in designing the tool.
. Staff be sensitized on the use of the M and E and how the data will be collected before the monitoring.
. Always begin with the strengths before the areas for improvements.
. Encourage self assessment and peer review to reduce fear.
Head teachers should involve staff in designing the M and E tool. This will give them ownership of the tool.
Head teachers should clarify to the staff that M and E is there to improve standards and not to report or make punishments.
. Ensure M and E focuses on strengths and on steps that are agreed on before improvement areas.
. The framework be simple, clear and align to with the curriculum.
. Staff assessment and reflection be included in the framework. This will reduce the sense of command from the top.
When teachers understand that M and E is for growth and improvement rather than punishment, they will feel empowered . This will lead to improve teaching quality and learner out comes.
