School Baseline Survey
This will be conducted in 33 Districts in Northern Uganda and will involve 40 Secondary Schools. Therefore discussions will be held with 33 Local Council 5 Chairpersons, Secretaries for Education, District Education Officers, and District Inspectors of Schools. The researchers and Enumerators will interact with 40 Headteachers of the selected Secondary Schools, 40 Chairpersons of the Board of Governors of the selected Secondary Schools, and 40 Chairpersons of the Parents Teachers Association Executives of the selected Secondary Schools. In each school visited, the researchers and enumerators will interact with teachers and students of the visited schools. A survey tool is being developed to collect information from the various stakeholders involved.
The School Baseline Survey is aimed at acquainting the stakeholders with the aims and objectives of the project; helping the researchers to identify the strengths of the leaders and schools to be encouraged while identifying the weaknesses of the leaders and schools to be addressed during the next activities.
Initially, the School Baseline Survey was planned for November 2019. However due to some delays in the process of opening the Account that led to delay in initiating the project that was now close to the closure of the Secondary Schools, the School Baseline Survey will now take place in February 2020 when the Secondary Schools open for First Term.
Enumerators
Initially, the Project Initiators did not think of Enumerators, but the Team found them necessary to aid the researchers. The Team was asked to recruit and Train eight (8) Enumerators who will be moving together with the eight (8) Researchers. The Enumerators can be qualified Teachers within the regions, or Tutors from National Teachers’ Colleges while the researchers will come from the eleven (11) member Team. Members advised that Funds need to be saved from the Budget to facilitate the Enumerators with transport, accommodation, meals and honorarium.
A training Manual is being developed to train the Enumerators together with the Researchers to carry out the Baseline Survey.
