Headteachers can design monitoring and evaluation frameworks without feeling punitive by focusing mainly on learning, support, and shared responsibilities. There are key strategies that headteachers can design for this purpose. Among  them are;

1.Staff involvement in setting indicators and designing the framework.

2. Using transparent and fair indicators.

3.Clarifying the purpose as improvement, not punishment.

4. Using multiple sources of evidence.

5. Accountability must be balanced with support.

6. Provision of constructive feedback.

7. Sharing  and celebrating results together.

8. Separating support from discipline ,or making it clear that routine monitoring and evaluation findings are not disciplinary tools, but supportive.

9. Encouraging  reflection and staff assessment.
