I wish to emphasise that lack of participation during the development of the SIP by other stakeholders is a common problem. Sometimes, this issue is caused by the late supply of the thematic analyses to the schools and the subsequent pressure being put on schools to submit their SIPs. We are all aware that the NAT thematic analyses are key ingredients when planning the SIP. These analysis are supplied to schools by MOBSE. However, whenever these analysis are supplied, the Regions would give deadlines for the submissions of the SIPs, usually after one week. That time is too short to involve all the stakeholders. As a result, many schools would be recycling the same plans over and over.
For instance, SQAD has stated that from now onwards, the SIPs would be following the calendar year - January to December. December is coming to an end, while the thematic analysis are not supplied. So, if the analysis are printed during the Christmas holiday, we will just open schools for the Term 2 and they would start pressurising us to submit our SIPs.
The authorities really need to revisit that.
